Common policy goal of HEIs is to increase the commercialisation of research results produced by the public research in order to support economic growth. The process involves the transfer of knowledge and products produced by public research organisations and individual researchers to private sector businesses or government agencies. Among others, the policies to encourage knowledge transfer are:

  • establishment of knowledge transfer offices (KTOs) at universities and public research institutes. 
  • support for open publication 
  • close collaboration between universities/public research institutes and businesses.

Relevant practices may include:

  • activities to create an institutional culture that supports knowledge transfer;
  • establishment of institutional strategies for knowledge transfer and commercialization, such as rules for transparency in contract negotiations and protection of intellectual property (IPR);
  • incentives for staff to disclose inventions and support knowledge transfer by working with potential licensees;
  • encourage academic startups, accelerators and spinoff compnaies as joint ventures with bsuiness, provision of finance and supportive infrastructure (incubators and science parks).
